Structure and Organization
Transformation into an advanced technology-oriented structure with flexibility and rapid responsiveness
Information and Technology-oriented Force Structure.
Combat strength of the standing army will be reinforced through acquisition of advanced weapon systems and reduction of Non-Combatants. The percentage of cadres and outsourced combat support area will be increased in order to maintain a technology-intensive organization. Cooperative joint military capabilities will be promoted through a balanced development of each branch and its functions. Combat power will be fully maximized by organizing the standing forces and increasing the war footing by a unit level.
Destruction of Enemy Capability and Intentions through the Effects-based Precision Strike Systems.
All the available forces will be efficiently integrated and used against selected targets in order to destroy enemy's capabilities and intentions
Rapid decision making and effective Command and Control(C2) in the Battlefield by reorganizing the Command Structure.
Network-based Command and Control(C2) systems will be established in keeping with the unprecedented progress in the information technology area and Command and Control(C2) systems in order to visualize the battlefield with effectiveness. In additon, rapid decision making and effective operations will be ensured by simplifying the current multi-level structure.Under the Ground Operations Command (GOC) transformed from Field Army Commands, Forward area operations will be executed by Corps-centered operational organizations. Under the 2nd Operations Command(2OC), rear area operations will be conducted by Homeland Reserve Divisions forming a integrated Province-level defense system.
Ensuring the Completeness of Organization, Maximization of Combat Efficiency and Effectiveness through optimizing a number of Units
For the Combat units, the Corps will be the main echelon conducting independent grounds operations, and the division will be the key echelon carrying out offensive maneuver operations through the development of battlefield surveillance, maneuver, long-range precision strike, and force protection capabilities.
Reinforcing Combat Support Units in order to support 「Network-based Simultaneous and Integrated Operations」as follows :
- Intelligence : Integrated systems of Imagery, Signal, and HUMINT
- Artillery : Self-propelled, long-range, automated target acquisition and Fire-control
- Engineer : Supporting capability for maneuver and counter-maneuver
- Aviation : Supporting capability for air strike and long-range air assault
Supply and maintenance capabilities will be reinforced by unifying the wartime and peacetime support systems and establishing a Corps-centered support system toward the Combat Service Support units. The supply system will be improved by establishing a logistics information management system visualizing all the assets of the entire Army.
The Special Forces Command will acquire the following capabilities : Reconnaissance and Surveillance, Special Operations, Strategic Target Strike, Peace Keeping & Anti-Terror Operations and Independent Infiltration Capabilities for deep area operations.
The Aviation Command will be reorganized with integrated aviation brigades with capability of multi-dimensional rapid maneuver operations and deep operations.
The Logistics Command will be converted to a supply, maintenance and ammunition supply command structure.
TRADOC will reinforce the high-tech education systems and the combat development of each branch school at the right time and place.
