Reinforce Reserve Force of level of Standing force
Reinforce Reserve forces by adjusting the scale and duration of the forces, and increase combat capabilities by improving the equipmentand material.
By 2020, the size of the Reserve forces will be reduced in proportion to operational requirements. To strengthen the Reserve forces, the duration of the service of the Reserve forces will be adjusted to maximize reserve efficiency and availability.
By upgrading the quality and quantity reserve of equipment and goods, the Reserve forces will have combat capabilities closer to those of the Standing force.
Ensure mobilization efficiency during wartime and effective resource management during peacetime by reinforcing the mobilization resource management organizations.
Establish "mobilization centers" under the command of local divisions to control mobilization management affairs between local administrative government agencies and Homeland division bases during peacetime. These reserves will help sustain military operations as replacement troops in case of massive casualties.
Reforming the Reserve organization and senior staff management system to better accomplish mobilization of the Reserve forces.
To reinforce Homeland divisions, Reserve battalions will be reorganized as units based on the administrative zones. The quality of Reserve forces will be enhanced by improving the current military employees' management system and by introducing a mobilization system of retired officers.
Maximize training results and increase national benefits by establishing "training centers" for Reserve forces.
Establish "training centers" in metropolitan and provincial units. Pre-planned training schedules posted in web-site enable Reserve forces to select thier training day and times using similar equipment from survival games to verify training result, and develop a reasonable level of compensation for regular training.
